I need to migrate an existing node 3.11.7 to a new server in the same cluster but I also require the rack name to be changed. Can we confirm that it is not possible to merely copy the data from the old server to the new server but that I need to go through a decommission/adding a new node process because the rack name has changed.

A change in the rack configuration is a topology change in Cassandra since the replica placement will change. As such, you cannot just copy the data from the existing node to the new server.
You are correct in stating that you need to decommission the existing node and add the new server to the cluster with a different rack configuration. Cheers!
