Should I use Simple Strategy (As i dc i rack) or Network topology (in case 1 DC 1 Rack is accepted now but in future they want to expand)

We always recommend using NetworkTopologyStrategy for application keyspaces even if you have no intention of deploying multi-DC clusters.
This strategy will future-proof your clusters so that when you do expand your cluster, it's a lot simpler to reconfigure your keyspaces by just adding the new DC.
In your case where you are already anticipating future expansion, it makes sense to just use NetworkTopologyStrategy.
