The Monitored DSE column in the Agents Status View relates to the DSE nodes monitored by OpsCenter. A "Down" status is an indication that the agent running on the node cannot connect to the Cassandra instance on the CQL port 9042.

You will need to do some basic troubleshooting to determine why the agent cannot connect to Cassandra. Start by reviewing the agent.log on the node. The errors in the agent's logs will provide you the clues you to resolve the issue. Cheers!
