Can the sstableupgrade command be resumed?

server got rebooted while i was running sstableupgrade , now the server is up and running .my question is shall i again run the sstableupgrade command or do i need to remove that node ,do the clean up and add it back to the cluster

The quick answer is yes. Although it isn't really a "resume" as such.

The SSTables which were already upgraded will remain upgraded. If you kick off a new sstableupgrade, it will scan the data directories for any SSTables which require an upgrade and will rewrite them to the new format. Cheers!
