Are you looking to set up a local cluster with several nodes for development? Perhaps using kind and kubernetes could be an answer here. The setup is explained in this workshop:

Your question is too broad for anyone to answer in a meaningful way. We recommend that you ask specific questions on certain topics.

Briefly, you can deploy the binary tarball releases of Apache Cassandra on a Mac OS or Windows machine. But note that there is very limited non-production support on Windows due to a lack of contributors so if you run into issues, your support options are limited.

If you manage to successfully deploy on Cassandra, you should be able to connect your app to the cluster but be aware that it probably won't perform well. Be aware too that this isn't a tested configuration so again your support options are limited. Cheers!
