You can import the file to Studio using the "raw" Github URL:

Here are the exact steps I did to get it to work on a Windows machine:
STEP 1 - Click on this link to open the file on GitHub -- 3_-_Working_with_CQL.tar
STEP 2 - Click on the Raw button to let Windows download the raw version of the file:
STEP 3 - Go to DataStax Astra and in Studio, upload the file.
For what it's worth, I did this on a Surface Laptop 3 running the latest version of Windows 10. Cheers!

Note that starting with Studio version 6.8.2, notebooks may be imported using the regular "blob" GitHub URL's. This version also has improved handling of URL's containing spaces.
