Startup failing with invalid yaml, "Can not set boolean field org.apache.cassandra.config.Config.start_rpc to null value"

Hi Team,

we are not able to bring up the services on one cluster apache 3.1.3 and failing with below error.

@rangumanikar_88470 The error indicates that you have set start_rpc to a null value. The correct format is:

start_rpc: true
