You'll need to setup a dedicated network connection between your premises and AWS with a product like AWS Direct Connect. Contact AWS if you need assistance.

Having a direct connection will allow you to add a new Cassandra data centre on AWS to your existing cluster. The procedure for this is the same as Adding a datacenter to a Cassandra cluster and the new DC just happens to be on AWS.

Once you've successfully added EC2 instances to the new DC and they have successfully bootstrapped, you can then reconfigure your application to use the EC2 nodes as the local DC. Cheers!
